KENYAN INTERNAL SECURITY MINISTER URGES ADMINSTRATION OFFICERS TO READ AND
UNDERSTAND THE CONSTITUTION

Internal security minister George Saitoti has called on all the security officers in the country to read the new constitution thoroughly to avoid contravening the bill of Rights and other clauses as provided for in the new constitution.
The minister warned security officers in the country that that ignorance of the law will not be tolerated by the government.
He was speaking on Tuesday in Ngong when he commissioned model offices and residential houses for the District Commissioners in the country.
Saitoti officially opened the newly created Kajiado North District headquarters and the DCS residence.
“I thank the government for honoring our request to have a new district and for providing 30 million shillings for the construction of the DCS office.” He said.
He said that he was grateful to the government for refurbishing the Kajiado North DCs residence at a cost of 12 million shillings. The residence was an old house constructed in 1924 and was used by the colonial PC for what was then called Southern Province that comprised of Ukambani , Massai and parts of Taita Taveta.
The minister said a total of 2.16 billion shillings has been set aside this financial year by the internal security ministry for the completion of 36 on-going projects and to fund the construction of 37 others which were prioritized but not funded during the last financial year.
The minister added that the 284 districts in the country have each received 30 million shillings each for the refurbishment of the district headquarters. This translates into a total of 8.5 billion.
“Though we have to cope with the challenges of this new constitution, I wish to note that under the sixth schedule, paragraph 17 of the new constitution requires that we restructure the Provincial Administration within five years” he said.
He said the internal security PS Francis Kimemia has put together a technical team which has been working on a framework that will form the basis for the restructuring process.
The minister also called on the people that have encroached in Ngong forest to move out.
“The former government only allowed 400 yards into the forest. But those who have gone beyond the 400 yards and encroached on the forest land must be evicted” he said.
Rift Valley PC Osman Warfa lauded Rift Valley residents for maintaining peace during the referendum adding that crime has drastically reduced in the province.
“My only worry are the pastoralists who keep on fighting and all the administration officers must know that community policing is mandatory” said the PC.
Internal security PS Francis Kimemia said the ministry will embark on a programme to build model chiefs offices in the country.
The Kajiado North District is one of the districts curved from the larger Kajiado District which now has Mashru and Isinya districts.
